Mr. Abdul Muqim Qarar, son of Abdul Jabbar and grandson of Abdul Jalal, was born on September 13, 1994, in the village of Pashagar Namka, Nurgram district, Nuristan province. He received his primary education in the mosque of his village with his respected grandfather, Maulvi Sahib Muhammad Omar, and graduated from Dahsark High School in Achin district, Nangarhar province in 2012.

Due to his deep love for Islamic sciences, he returned to Pakistan to pursue religious education, where he graduated with honors from the Hadith major at the Ahmadiyya Islamic Institute in 2018.

In 2022, he received his bachelor’s degree from the Department of Administration and Diplomacy, Faculty of Law and Political Science, Jahan University, and is currently a master’s student in International Law.

After the Holy Conquer of Afghanistan in 2021 , he worked as a consultant at the National Radio and Television, and was appointed as the Deputy Secretary of the General Directorate of the Office of the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan. Later, based on the necessity of the position of the Ministry of Foreign Affairs, he was appointed as the Acting Director of the General Directorate. He also served as the Acting Director of the Technology and Cyber ​​Security Department of the Ministry of Foreign Affairs, and was later appointed as the Acting Director of the Afghan Embassy in Egypt by the government of the Islamic Emirate of Afghanistan.
